And your comparison of widget surpluses to a budget surplus is pure horse shit. If a Republican president produced a budget surplus they would crow from morning till dusk, 'fiscal sanity' and such.
Bush could have use that surplus to build infrastructure or use it to help to pay for the war and Medicare D.
At the very least he should have left the Clinton tax rates in place, no hikes, no cuts. He picked the absolute worst thing to do.
