I know it is said the court could place a hold on

I know it is said the court could place a hold on KBM from converting shares so in that case HJOE would be free to file but my question is if they requested this? Would it have to be a request or are we thinking it is something the judge would just do? My opinion would be that it would need to be requested and I'm not seeing a request? Am I off on this? If not why aren't they submitting this for court consideration??
