I had to look it up, it looks like it was just a vote to stop debating and put the bill to a vote (invoke cloture). As that didn't pass, they didn't actually vote on passing or not passing the bill. They can try to vote to vote on the bill again but most likely they won't without changes. I don't think they're prohibited or have any time constraints for changing it or voting on again
