The way you are saying it is what I understand it is. They don't order or wouldn't order from a dealer. But like online sales, any order placed in a dealers area that respective dealer receives his commission. I believe it is not what they get from their own sales but they really don't have to do anything.
Any sales in a purchased area will always lead to a dealer commission.
I don't know if that includes any of the clothing line. At least that was how the discussion was a year ago when they were setting the dealers up initially.
