Sheriff Clarke: Anarchists Are 'Exploiting Poor Pe

Milwaukee County Sheriff David Clarke said this morning that anarchists are using poor African-Americans in order to start riots against police officers.
Riots broke out in Charlotte, North Carolina, last night over the police shooting of a black man. At least 16 officers suffered minor injuries following the fatal shooting of 43-year-old Keith Lamont Scott.
The police chief said officers warned Scott repeatedly to drop a handgun before he was shot by a black officer.
Witnesses, however, disputed that account, saying Scott is disabled and was not armed.
Clarke said riot-starters are using these incidents for political gain, inciting ill-informed people before the facts of a case are known. He said he's been making this point since the 2014 riots in Ferguson, Missouri.
"I know these people. I know what they're up to. I know their model. The anarchists are exploiting these poor people in these urban ghettos to be the riot-starters," said Clarke, adding that these same tactics were used in the 1960s in Detroit, Newark, N.J., Los Angeles and Milwaukee.
Clark said police departments must be assertive and aggressive early to deter the "subhuman behavior" before it gets out of control.
