Uh, the entire point was that Jimbo should retroactively apply his new standard of FBI splainin' why no referral for criminal prosecutions were made, regarding the banks and brokerages.
There were 'settlements', that represented 'gas money' to the banks, but oddly no admissions of guilt and no prosecutions of note.
Just one example, complete with perp walks, might have done wonders for the discipline of the entire financial industry.
