I follow you on that but there are already animated billboards in existence (I've even seen some on the sides of city buses) & generally speaking, the commercial sector usually gets whatever it wants, regardless of safety concerns...ever been to Times Square or Vegas[?]. Having a fake shrunken head or a pair of furry dice hanging from your rearview mirror was made illegal on the basis of distracting drivers attention in the late 1950's...but now look where things stand... onboard mapping displays & TV's, not to mention all the smartphones people use while driving nowadays...Yikes.
