It looks like excitement over PTOI is building, if IHub is any indication. There's talk about sales, about an upcoming mother of all short squeezes, etc.... Investors are banging on pots and pans and trying to build that excitement.
For his part, CEO Mr. Heddle can't continue to give inconsistent information. If investors can't follow the plot, they'll lose interest. I think if Mr. Heddle follows through by building on his current MOU story, PTOI might just rally. He could say he's setting up a task force to work with the anticipated deal, that he's drawing up plans for the joint venture facility, filing for permits, etc.... He can say pretty much anything...just so the news adds to the story line and gets investors believing that progress is happening on at least one front.
