This is ridiculous. Why is Shelby holding this up?

This is ridiculous. Why is Shelby holding this up? Only because he can and it doesn't matter to him that a majority in Congress support naming a third member to make a quorum. No matter what one thinks, Shelby is hogtying the American democratic process.
