No, that's not the point at all. Most of the people being shot are gang-bangers and bystanders, innocent and otherwise.
If practically all of the guns seized are coming from outside Chicago and from other States, THAT'S an issue that can be addressed.
And no citizen in Chicago need go without a firearm unless they choose not to:
