No dude... That doesn't really make any sense. LEDs always need power supply, regardless of their wattage. Physics must remain present, but I don't think you have a good grasp of it. Physics says all of the heat comes from the power supplied. The phrase you were looking for is that the majority of the power is turned to heat. The next phrase is; if you vastly reduce the heat that your light gives off, then you vastly reduce the power that it consumes.
