It's the lot of a democracy to elect officials of varying abilities and intentions. That's why there are so many checks and balances.
Not infrequently policies are voted, decisions made, that are sincerely believed to be good for the country but which have unforeseen consequences.
Yes, both Republicans and Dems sometimes do that.
I call that the natural outcome resulting from a 'messy' Republic in action rather than 'rigged'.
However the gerrymandering of House districts looks/is......rigged, by intention.
I say rigging is the exception rather than the rule mostly because it's hard to get enough people in power to agree on anything.
So maybe the Founding Fathers rigged the whole mf and we need a Constitutional Convention?
