That is simple.
Restricted shareholders can not have restrictions lifted and sell shares once a company is not current.
This company has used , and still uses shares to pay for services. It also has millions of restricted shares outstanding from past financing as well as for other reasons.
Some very wealthy people got conned into putting millions into this garbage company over the years when there was little to show in actual results....another individual putting up 100k now is no different.
Fools and their money are soon parted.
