My point is a sound one. The poverty levels, and consequent welfare, are widely distributed among whites and blacks in the areas I identified.
A little more understanding of that fact might soften the views
of the white recipients, and the views of their neighbors as well.
Might change their voting patterns too.
And there isn't the slightest bit of looniness in my analysis.
