Almost all photo ID's are driver's licenses. However there are some States with voter ID who do not allow college photo ID's.
I believe they're in States that have been successfully challenged.
As for comprehension, the FACT that several States have had their voter ID laws rolled back by federal courts SHOULD tell you that the plaintiffs had some persuasive evidence of naked attempts at voter suppression. Hint, the judges WERE persuaded.
