The article stands on it's merit and nothing in it implies stupidity, save on the part of those who passed laws that are being overturned by Federal judges who recognize attempted voter suppression when they see it.
Mostly we're talking about people without drivers licenses due to age or choice.
Those people can still show SS #'s and utility bills to establish identity for other purposes. Neither of those however can be used in States with voter ID laws.
In some cases considerable travel and a cost are involved to secure the approved voter ID.The modern day equivalent of a poll tax.
And, as you read, the incidences of in person voter fraud are infinitesimal. Yep, a solution in search of a problem.
