You'll notice that each MM is only shows once on either side (bid/ask).
So if your broker places your TPAC offer with NITE for instance, and you put in a bid at .001, but NITE has other bids at a higher price you won't see yours until all of NITEs bids higher are either cancelled or filled.
If you look at VNDM right now for instance, they have some shares for sale at .0029, but if a broker places a sell order with them for a lower price their ask will raise up and the .0029 won't show anymore (even though it's still likely a standing offer).
