I can't tell if it's all just the company trying to raise much needed cash and/or officers are also selling their recently allocated shares for their own profit. However, it does appear that shares are being used to pay the bills.
These two companies are interesting:
LL Russlle LLC is in Flushing, Queens - - no info readily available on them.
Universal LLC is a Russian based company - no info readily available on them.
Both have a big number of shares.
The A/S & O/S are still at 800M & 600M according to last 10K (shows stock allocations through 8/12/16)
