Is there a way a buyer can ensure or at least move

Is there a way a buyer can ensure or at least move their purchase toward non-shorted shares. Like placing an order with the stipulation to route through only certain mm's?

I imagine since most trades below $500,000 are automated on OTC it would not be possible but what about the large cap purchases?
