Heres my take on shorting it. Your stock price is at .032. The amount of money you can make on the way down is extremely limited. The amount you can lose if it raises is limitless. Anyone shorting a penny stock has more guts than me. Id hate to wake up to a margin call from my broker bankrupting me. But by all means do what ever you feel is right, its a free market.
Side note: Everyone freaking out over the fact that they didn't immediately up list is cracking me up. Jesus people, Michael already explained the normal process. Things take time. All the fear mongers are doing is fueling your concern with little phrases of doom and gloom hoping you will sell off so they can soak your shares up at a discount. Authorized share count has been, and still is, as far as anyone knows, the same.
