That's why Sullivan said that under the new law, the judge is COMPELLED to sanction the Rosen Firm, and why he gave all those citations for relevant passages and also appended the entire transcript of that congressional hearing. He's giving her all the ammunition for her decision -- and also letting her know that he'll appeal if she doesn't follow the law.
