All of the agreements have been to have the app preloaded on the device. Most of the press releases were made before the apps were being preloaded and therefore many are not on the current devices but will be in the future. Not sure how the Apple deal works and the windows 10 agreement is but for the TV's and set top boxes they have stated that the app will be preloaded.
