PSG were not paid for $PJET - their picks are generally so successful it wouldn't really matter if they were. They get their money from VIP List paying members + of course trading themselves.
They are constantly on the look out for low float stocks that have been beaten down for whatever reason. They compile their own DD from information that has been previously published but people might have forgotten about if the stock hasn't had much interest for a while.
On this occasion, I checked iHub when I saw it on my scanner, and I recognized a few successful, low float bottom price watching guys - who have no affiliation with PSG - who had already spotted some buying from the 52-week low at .0011.
On the low float picks, wide bid/ask spreads often develop, and that is advantageous as it prevents low level flippers from whacking the bid and it forces people wanting not to be left out from the really big moves to buy on the ask - sometimes to the extent of chasing and suddenly you find the stock 50 to 75 ticks up from entry which is great for those that paid attention early on even if the volume was low at the time or some reloading shenanigans have been going on.
