It's not true. It's their favorite lie. CTIX has plenty of money to continue with trials. They still have a bunch of that Aspire funding that they haven't called on yet.
To me, the fact that they are trying to get the Bril-OM and Bril-UP trials finished ASAP, and have put the ABSSSI trial temporarily on hold can be seen this way:
Get the 2 newer trials to catch up to the same stage of development as the ABSSSI trial, and then they can make a deal for Brilacidin as a whole.
I think there will be some kind of deal relatively soon (months, not years). Just my opinion, of course, I don't have any inside information.
For noretreat to have posted that even a deal wouldn't do anything much for the stock price (another lie) should tell you all you need to know. He is doing what he admitted a long time ago -- he's trying to talk the stock down so he can either cover shorts, or buy stock cheap, from suckers.
