I had the same thought process as you guys and moved my bid up early this week and purchased another few mil at .0008. The risk to wait for a lower tick was too high based on the upcoming report and news.
I have been in correspondence with IR about the reconstruction report and below is one of their responses I received yesterday.....
"There will be no advanced notification when the timeline will be distributed. It has been reported that the most likely scenario will be a single report with possible appendices."
This additional information validated my decision to lock in more now since we are nearing the end of the 90 period and information could be released at any time. I hope this helps if anyone else is reconsidering their bidding strategy.
