Rule 203(b)(2)(iii) provides an exception from the locate requirement for short sales effected by market makers, but only in connection with bona-fide market making activities.

Market makers can and do short stocks ... not an urban legend.
It's my belief that we are seeing massive MM covering here in the face of a coming dividend. Can't deliver a dividend to someone that only thinks they bought stock.
Dumping can't explain 1 billion shares. There is no selling without buying. You can't sell into the ether. Someone is buying ... and I think its MM that need to cover short positions.
