I would be surprised if Mr. Bordynuik came back.

I suspect the loudest investors promoting the stock are in the tiny minority. With the fraud charges against Mr. Bordynuik and his general dishonesty, most PTOI investors might not want to open their wallets for Mr. Bordynuik again. There's a reason why he's starting Standstone Springs following roughly the same theme as PTOI.
Mr. Heddle, however, still seems to have credibility despite his general dishonesty. I think Mr. Heddle could reverse split the stock and start selling new shares under another shift in the business plan.
Usually in these scams, once every bedazzling bamboozling completely stops working including change out of management, it's time to let the shell rest for a while to let all of the negativity and lawsuits ghost away and then to sell the shell to another swindler who can take the old shareholder base and start a new ruse. PTOI already seems to have a good start in that resting phase.
