Because it is a waste of limited time on a CC.
A summary can be sent by email, it requires no interaction. It would be a waste of time to do it on a conference call.
A CC needs to focus efficiently communications requiring interaction. TPAC/IR got it right. I don't want my valuable time wasted on something that can be sent by email.
