One problem
Honor students have is, being held back. Being taught stuff they have mastered over and over again.
You have to take these kids out of the system. Which means expanding Community College with advanced classes and vocational training.
Kids after their Sophomore year if they are honor student in High School. Then their primary core classes should be delivered through a community college system. Those that are behind or slower should remain in standard High School classes until they graduate and yes with some this will take 6 years and not 4 until the system corrects. To where we have the majority preforming highly.
Letting kids play sports because they maintain a D average is wrong. In reality there should not be any HS sports. Club sports from 8th-10th then if you are a honors student 11th - 2nd year of community college is your chance to play sports and then and only then, have the opportunity to play for a 4 year University.
Yes that means you are 20-22 before going to a 4 year University if you so chose.
