We've been at a higher low for over half a year. I knew this price action was going to happen (posted about it almost a month and a half ago). Not bragging or anything, simply stating what I believe. The last time this happened, SCIE released a PR in July stating to expect sales around $200,000 in the upcoming 10Q in august and the price went over a dime.
Could this happen again this month? Of course it could. Doesnt mean it WILL happen. But sales should be starting this year. Im pretty sure we're going to get major action happening this year. Im a long, so it doesnt matter to me, but the way I see it, we'll be over a penny shortly.
Be prepared for setbacks, slow news, etc as well. These things take time.

Oliver said they still had things to do, which means there is a possibility nothing will happen this 10Q.
