The news was expected, right? The only thing that could have made a difference was if they also had environmental permits. I think Kyle was trying to suggest they do.
The permit issued is the first step, with the dig and identify modification being step 2A. Step 2A is only valuable when step 2B is complete.
I think last time it was referred to as "dredging permits".
But if the permit announced is all that's claimed, who would complain about cheapies......except a seller getting stepped on by another seller?
