The problem is that the regulators have been captured. Who owns FINRA and who owns the DTCC? The SEC is told pretty much what to do and what not to do by politicians whose campaigns are funded by Wall Street. Sadly it seems the integrity of many is for sale. Too many have lost their moral compass.
