I just did a quick read. Here is my interpretation:
A/S is going to 10 Billion from 5 = we are probably at 5 Billion O/S
! for 1000 R/S coming although it does not say when. It gives some specific time references to filing with Finra and how long after it is announced. Check the Dailies if you are not planning to ride this out. Web link here. Do a search for IFCR:

My opinion... we are going to take a beating on this if he does this after he announces a bunch of good news. I think that the strategy is to take all the bad hits while it is low and then start announcing good news to run the price up some. Assuming they do not destroy all interest in the company in the process.
I will hold but I may stop buying more until after the R/S. If you want to add this is going to be at .0001 for a minute because people are going to run for the hills when that hits the dailies.
