Oh, you were ASSuming Kyle and Tim had a great relationship, just like you assumed finding something of value would make it easier to get a recovery permit? How could I have misread this, eh?
It's obvious from the internal discussions among the FBAR that Kyle has threatened (veiled and otherwise) to sue Roger, yet Mary had his back. I would say it's safe to assume there's some tension in the relationships. Kyle doesn't like being shown he's wrong, and Mary got in his face. She's not worried about him in the least. If Tim is a good leader he'll support his people or have them removed if they don't act professionally. The FBAR doesn't exist to make Kyle happy.
It's also obvious lenders and/or others are getting inside info from the company (the helper from Atlanta for example) are trying to pump another swim permit before it's issued. It just an exploration permit. If they get environmental permits they can "dig and identify". But like the last permit issued, the pump is beginning before it's issued and it's being misrepresented just like before.
Remember the meeting Kyle wanted asking a permit he hadn't even applied for? And remember, Mary said Area 2 was tabled.
Why don't we "assume" any conversation with Tim about a permit might have included Kyle speaking out of ignorance.
Read the Bureau Chief's own words. Companies are being held to the letter of the rule. Perhaps you and Kyle should understand what's required. It ain't "rocket surgery," but for some reason Kyle wants to use blowers without DEP permits.
