They must keep Boeing and AVIC until the BDL SLA as those productions require the certifications. Other bearing ordered but not for use in the aviation arena can be outsourced with the SLAs.
However with that said, if they are to use bearing on subs I'm 100% certain there is some kind of certification needed for them. Think about the tremendous pressure things undergo when trying to displace millions of gallons of water around it.
