No...the map is useless. It shows poverty levels based on a family model at the federal level....but neglects data on cost of living for those areas provided. Counties differ when it comes to taxes as do "city limits". Here's a list of the 50 poorest counties in the United States and as you can see..it differs greatly from your red state/blue state mentality..et al...the map .....because it is a micro view...this list is also flawed because it does not compile cost of living data. But look at those geographic locations:
