Not really "contra-factual"........California management just sucks...and as for the climate change freaks:

Of course climate changes...and of course we have made it worse....not as much because of carbon this or that....or fossil fuels...etc...etc. It has not helped...but the main problem....
We just keep on screwing..and screwing...and screwing. It's called population growth.
