Only a tiny bit of the "public" has this knowledge. And this tiny bit was searching for it. Until it hits the press and better yet, some penny stock investment pros put the spot light on it, it's limited knowledge. It's not enough to get day traders pushing each other out of the way to get shares, not until the right PR(s) come out. It may still creep upward as news spreads through boards/blogs and word of mouth followed by dissection of the document.
