The 10-Year Military Aid Agreement In 2007, the Bush Administration and the Israeli government agreed to a 10-year, $30 billion military aid package for the 10-year period from FY2009 to FY2018 . Under the terms of the agreement, Israel was permitted to continue spending up to 26.3% of U.S. assistance on Israeli-manufactured equipment (known as Off-Shore Procurement or OSP)—a provision initially codified in U.S. legislation for FY1988 (as discussed below).
