My guess is 2017-2018 time frame. Bill has specifically stated that there will be no buybacks or reverse split in 2016. Absent a colossal windfall in revenue for the remaining calendar year, the share structure or current revenue projections will allow a move up to support the bid necessary for uplist.
That is not to say that the foundation is not being set up as we speak for such an event. From an objective perspective, I deduce that uplist is another 12 months or so out. Just not enough right now for such a move. Would love to wrong though.
