NEWT is the only one who can show UNIVERSAL policy chops - not just foreign affairs. The ticket will have populism AND policy.
NEWT has displayed those chops yet the BASE which eludes TRUMP respects his intelligence and track record. Simultaneously the public sees NEWT as more of an OUTSIDER.
