A sure sign of MM manipulation. Any stock that has 1.7 billion shares available should do major volume on a daily basis. They deflate the pps and nobody wants to sell. Many times the ask price is just a fake. Look at how many times the ask is for 10k shares. Who sells $45 worth of stock??? Right now you could buy up the entire ask for about $10k. You can bet that many of the blocks for sale at the ask are not real. Just a way for the MM's to make it look like lots of people want to sell at a price just above the current pps.
