This is very similar to the misunderstanding after 9/11 regarding the Dubai Port controversy. Legislation was even entered as a stall tactic. it was complete nonsense...because owning a Port(managing/leasing et al) in other countries has been around since...forever.
I'll give you this though...if you do not believe in free trade and believe in tariffs......then you have to eliminate federal income tax. there's another history lesson....if anyone is willing to delve.
