Nope...there are varying requirements that can "qualify" a company for NASDAQ uplisting and meeting continued listing requirements...one company that I had invested in only needed to maintain an +$1.00/share for 60 or 90 days in order to qualify for uplisting...this isn't the company I reference on the following link but you are correct in the "initial" qualification ($4.00/sh) it seems...obviously, a RS would be needed from todays PPS, but future developments can change the math...
