Yep, that's more or less it. It's a really confusing concept because it's so counter-productive to all common sense about how buying and selling works. With short-selling, everything you know is backwards. Short-sellers invest in the failure of businesses. As you can imagine, that encourages them to spread as much doubt as possible, and you end up with fear-mongers like some of the infamous folks over at i-hub.
