It is actually easier for the SEC to prosecute. a

detailed and damaging info about those who for some reasons trying to harm
a public company.
My wife worked for a bank (which issues credit card) before she retired.
Someone spread very bad rumor about the company and caused the stock
price to loose more than half and not until the company issued public
statement to deny the rumor and stated that it would try all mean to get the
bad guys; the share price slowing recovered. The SOB finally got convicted
fined heavily and went to jail.
