Whenever the supply of shares at .0022 on the bid

Whenever the supply of shares at .0022 on the bid becomes low, more are added. I'd like to think this is someone loading as the share price has been parked here, or near here, for days. There's also the possibility that it could be dilution but I'm not sure the volume is high enough; could be, though.
