But over 20 months and 6 SEC filings, Kyle finally admitted what some of us knew long ago. SFRX didn't receive a "recovery permit" (Phase 3) as they claimed for a year. Technically it was a Phase 1 exploration permit that allowed them to move to Phase 2, but they FIRST needed to obtain environmental permits.
It's consistent with Florida law, which the FBAR is charged with enforcing.

After the FBAR I guess it's off to Connecticut.
