There's no definition of 'progressive' that includes 'shutting the door' on the middle class. If anything there would be a redistribution on BEHALF of the middle class.
How? Raising income tax caps for FICA . Lowering the corporate tax rate by eliminating loopholes and 'inversions. If the corps.are all actually paying a lower rate, it will be revenue enhancing.
And why SHOULDN'T corporations help to pay for infrastructure spending to make this country a 'first class' roads, bridges, airports and high speed rail infrastructure nation? Corps USE all of that.
And repairing all of it will be a 'force multiplier', an 'engine' for the economy, just as it has been throughout our history
