I agree about the scandalous non-use of the declaration of war.
Though I think that Congress would have passed one, in lieu of the Tonkin Gulf Resolution, and for Gulf War1........if asked to.
I say that at the very least Hillary would ask for a tax hike, as every president before Dubya did, for any expected prolonged military conflict. And I wouldn't rule out her asking for a declaration of war.
